ABCA Transparency and Accountability Resolution
Steven has fought for transparency and accountability within the ABCA since day one. Partnering with local protest groups, he has successfully negotiated settlement agreements that addressed issues resulting from local business operations, ensuring that all parties were satisfied. He has introduced resolutions to tackle transparency and accountability issues within ABCA, identifying gaps where businesses were not being held accountable for excessive noise and other violations.
DC Noise Code Amendment Resolution
In July 2023, Commissioner McCarty passed a resolution to amend the DC Noise code which specifically addressed the burden of proof on residents, eliminating the need for them to invite ABCA investigators into their homes late at night. Additionally, the resolution called for the Department of Licensing and Consumer Protection (DLCP) being granted enforcement power where noise code violations are made by non-ABCA licensed businesses. In May 2024, Councilmember Nadeau proposed the Harmonious Living Act and Amplified Noise Amendment Act, which included these key measures from Steven's resolution. These measures ensure that all businesses can be held accountable for excessive noise, improving the quality of life of residents.
Legislative Partnerships
Understanding that passing resolutions is only the first step, Commissioner McCarty has actively partnered with council members to incorporate measures from these resolutions into legislation. He is particularly excited that Council Member Nadeau has incorporated key components of the noise code amendment resolution, such as adjusting how ABCA investigators handle noise complaints and empowering DLCP with their own noise meters and authority.Steven continues to work with council members on his transparency and accountability resolution, remaining hopeful that these vital improvements will soon become law.
